How to correctly split service costs

Utility billing is governed by Act No. 67/2013 Coll. on allocation of costs for services connected with apartment use. The landlord must deliver the billing to the tenant within 4 months of the end of the billing period - for a calendar year, by April 30.

Water is usually allocated based on meter readings in individual apartments. If meters are not installed, apartment area is used. Heat is often split as a combination - 30-50% by heat meters, the rest by area. Common electricity (corridors, lifts) is divided by area or number of persons.

Both overpayment and underpayment are due within 30 days of delivering the billing to the tenant. The tenant has 30 days to file objections. Transparent billing minimises disputes.
